LTZ Goods Permit

WHAT IT ALLOWS YOU TO DO

  • Parking is allowed in the special parking spaces exclusively for loading/unloading goods,

for a maximum period of 30 minutes and with compulsory use of the time disk.

  • Access and circulation in the LTZ for Goods (which also includes the City Centre) and

in the Trastevere’s LTZ. Access time slots differ according to the technical

characteristics of the vehicle to be authorised (mass, fuel, emission category) and the

type of goods transported:

- lorries up to 35 quintals Euro 4, 5 and 6, no access from 17.30 to 20.00

- lorries over 35 quintals Euro 4, 5 and 6, no access from 7.00 to 20.00 o'clock

- trucks over 65 q.li electric, LPG, natural gas, hybrid and dual-mode electric, no

access from 7.00 to 20.00 o'clock

- Trucks up to 65 quintals (electric, LPG, natural gas, hybrid and dual-mode electric)

can enter the LTZ without time restrictions.

DIESEL vehicles with DUAL-FUEL and MIXED-FUEL fuel system are not considered

HYBRID.

As regards to LTZ A1 - Tridente, access, circulation and parking are limited: goods vehicles
are allowed to enter the zone until 10.30 a.m. and goods loading/unloading is allowed until
11.30 a.m. (restrictions in addition to those already established by Council Resolution n.
245/2011 and by the regulations in force). In addition, vehicles used for press distribution,
transport of medicines, fresh bread, armoured vehicles or correspondence/receipt (i.e. for
the transport of valuables) are allowed access without further restrictions than those set
out in the Resolution.
 
WHO CAN APPLY?
 
Companies carrying out distribution of goods, perishable or not, on their own account or on
behalf of third parties and using lorries with a total mass of up to 35 quintals ( petrol or
diesel fuel) or up to 65 quintals if the vehicle is powered by LPG, methane, hybrid or dual
fuel. Also, lorries with a higher mass based on the different limitations provided for by the
regulations in force.
Vehicles used for roadside assistance and funeral services must have a temporary permit to a
LTZ access.
Trucks used by companies and organisations engaged in the construction, repair and
maintenance of networks (Acea, Telecom, Enel, Eni, Italgas) and in postal services must have
a number plate. To ensure greater flexibility in the use of company fleets, permits are issued
without notification of the number plate. On the same day, the LTZ’s access is allowed for
the number of vehicles equal to the number of permits purchased.
IMPORTANT: the ratio between the number of permits purchased by these entities and the
number of vehicles in the company fleet cannot be less than 1 to 10. The cost of the permits
 
is calculated as a weighted average according to the emission characteristics of the lorries in
the company's fleet as communicated in advance.
 
HOW MANY PERMITS CAN BE ISSUED?
 
There is no limit to the number of LTZ permits that can be applied for by a company
transporting goods within the LTZ. Only one lorry may be granted access for each licence
plate.
 
WHAT IS THE VALIDITY?
 
1 year or less.
 
HOW CAN YOU APPLY FOR A PERMIT?
 
By PEC (permessistica@pec.romamobilita.it), by fax (+39 06 46956660), by post, by sending
the application form complete with the copy of the documents mentioned therein, the
customer declaration form and your identification document to Roma Servizi per la Mobilità -
via SIlvio D'Amico n 40 - 00145 Rome.
  • Vehicles with purely electric traction by entering the vehicle's number plate via the
online procedure
  • Hybrid vehicles with foreign number plates or belonging to the Diplomatic Corps must
communicate the vehicle's number plate at the dedicated online counter
Sending the application and documentation for the new permit is not sufficient to avoid
administrative penalties. Only possession of the permit constitutes authorisation to enter the
LTZ.
 
 
HOW YOU CAN REQUEST CARNETS(number of tickets/passes)?
 
 
It is possible to issue a carnet of 50, 100 or 200 daily entries online, to truck users for
access to Rome's LTZs (Deliberazione di Giunta Capitolina n. 378/2014).
In order to use it, the interested parties must request the issue of a LTZ permit with a
specific number plate, which can be used within one year from the date of issue.
The permit entitles the holder to drive in the LTZ for 50, 100 or 200 different days
(depending on the application) and must be used by the expiry date shown on the permit. If,
by that date, all the permits have been used up, it will be possible to apply for a new permit.
On the other hand, if you have not used up all your passes by the expiry date of your permit,
you are not entitled to a partial refund.
In order to complete the authorisation process, you must: register with the online counter
for managing daily access requests and log in by choosing a username and password.
For the first access only, it will be necessary to provide some identification data of the
permit and the chassis number of the vehicle, in order to ensure secure data management (it
will then be possible to allow other parties chosen by the Company to simultaneously request
accreditation to the system for the management of the same badges).
 
Ownership of this permit will make it possible to validate every single ticket for the LTZ
access, linked to a specific badge, by 6,00 p.m. on the day of actual entry.
By accessing the online counter, it will be possible to choose the individual LTZ carnet permit
to which the daily ticket should be associated and to select the chosen day of entry. Once
the activation of the ticket has been confirmed, the programme will provide a real-time
report on the remaining days of access still available. The request may be cancelled up to
6,00 p.m. on the day before the scheduled entry. Requests made on the day the ticket is used
cannot be cancelled.
By providing an email address when registering for the service, you will be able to receive :
  • an e-mail notification of the daily entrance tickets still to be used once the last ten
tickets are available, an e-mail notification will be sent for each entrance, starting
with the last five tickets remaining.
  • an email notification for each entry from the last five tickets remaining.
It will not be possible to authorise an access ticket in any way whatsoever that does not
comply with this policy.
 
HOW MUCH DOES IT COST?
 
Electric vehicles (lorries and non-lorries) are exempt from paying the vignette. The following
amounts include € 16.00 (virtual stamp duty). When applying for a permit for a lorry, it is
MANDATORY to present a copy of the single document showing regular contributions (DURC:
Documento Unico di Regolarità Contributiva).

DIESEL cycle vehicles with DUAL-FUEL and MIXED-FUEL fuel systems are not

HOW TO PAY
 
From 1 March 2021, payment must be made in a single instalment:
 
  • by POS by presenting the documentation at the counter in via Silvio D'Amico n 38
  • by pagoPA payment slip sent by email to the address indicated in the documentation sent to us by PEC, fax or post.
