Rome on the move

The National Operational Program (PON) "Città Metropolitane 2014 - 2020", under the responsibility of the Agency for Territorial Cohesion, is in line with the objectives and strategies proposed by the European Urban Agenda that captures the challenges of smart, inclusive and sustainable growth posed by the Europe 2020 Strategy. The N.O.P. includes a National Operational Program for Metropolitan Cities (PON METRO), addressed to the 14 Italian Metropolitan Cities. The Metropolitan City of Rome in this area is implementing various projects divided into five areas:

  • Rome always connected;
  • Rome on the move;
  • All roads lead to Rome;
  • Fighting social and housing hardship;
  • Welcoming women victims of violence.

Roma Servizi per la Mobilità is responsible for Roma Capitale's projects relating to the "Roma in Movimento" action, the total value of which is 13.53 million euros. It is responsible for the Roma Capitale projects relating to the "Roma in Movimento" action, worth a total of 13.53 million euros:

  • 1. Extension of the bicycle network: The New Bicycle Lanes and Reconnections
  • 2. Hubs, widespread bicycle parking, and TPL lane protection
  • 3. ITS and Info-mobilita


1. Expansion of the bicycle network (RM 2.2.3 and RM 2.2.4).

This intervention includes both reconnection projects and the creation of new bicycle lanes. The use of bicycles should be framed in a broader objective of bringing citizens to sustainable modes of travel in the city. For this reason, the administration has designed this intervention by selecting bicycle routes that needed "stitching" both to expand the network and to promote the "intermodality", with the collective transport by rail.

The new bike lanes

The intervention has been framed among the activities planned to expand the offer of bicycle routes, as provided by the Capitoline Bicycle Framework Plan:

  • Tuscolana cycle track (RM 2.2.3.a5), length 4.40 km;
  • Nomentana bicycle lane (RM 2.2.3.a6), length 3.60 km.

Reconnections" RM2.2.3.a1

These are interventions to join existing cycle paths through connecting bike paths, with the aim of networking existing infrastructure and to do so while ensuring the safety of the route. 
The interventions, financed by PON Metro, in part have been implemented and in part are being implemented, according to the following scheme;

"Left bank of the Tiber from Via Rubattino to Ponte Sublicio - cycle path connection along Via Portuense and extension of Lungotevere Aventino - Bocca della Verità".

The itinerary allows the connection of four important existing bike lanes: the Tiber ridge that runs along the quay, the bike lane along Via Portuense (after Porta Portese), the bike path of Via Rubattino - Via Zabaglia and the bike path of Via del Circo Massimo (connecting Largo Amerigo Petrucci), which in turn connects to the PON itinerary "Piazzale Ostiense-Via dei Cerchi along Viale Aventino".

The main objectives of the intervention are:

  • prevailing use of only horizontal signage for the realization of bicycle paths; 
  • implementation of the cycling mobility offer;
  • systematization of new bicycle routes with the existing bicycle network;
  • reconfiguration/qualification of public spaces - securing crosswalks;
  • removal of architectural barriers.

This project foresees the positioning of two bicycle racks under the walls of Porta Portese.

Via delle Milizie from Via Lepanto to Ponte Matteotti

The itinerary allows the linking of the existing bicycle path that runs on Via delle Milizie (starting from the intersection with Via Lepanto) with the Tiber ridge that runs on the quay, at the point of access located on Lungotevere delle Armi. The main objectives of the intervention are :

  • prevailing use of only horizontal signage for the realization of bicycle paths; 
  • implementation of the cycling mobility offer;
  • systematization of new bicycle routes with the existing bicycle network;
  • reconfiguration/qualification of public spaces - securing crosswalks;
  • removal of architectural barriers.


In this project the positioning of 3 bicycle racks has been foreseen.


Piazzale Ostiense - Via dei Cerchi lungo Viale Aventino

This itinerary allows the connection with the existing cycle paths along Via del Circo Massimo and Via delle Terme di Caracalla, the connection to the LPT nodes (metro and railway) and the realization of an important cycle route from the Basilica di Paolo. It also connects the ongoing projects to the GRAB (linear square of Via di San Gregorio), and to two other routes :  one along Via del Campo Boario and the other, from St. Paul's Basilica to the Pyramid.

The main objectives of the intervention are :

  • prevailing use of only horizontal signage for the realization of bicycle paths; 
  • implementation of the cycling mobility offer;
  • systematization of new bicycle routes with the existing bicycle network;
  • removal of architectural barriers.

In this project the placement of 10 bicycle racks has been planned

Santa Bibiana tunnel bicycle crossing - RM 2.2.3.a3

The project, whose main purpose is to ensure safety conditions for pedestrians and cyclists (who in the section in question run obvious risks to their own safety) has provided for the construction of a bike path consisting of separate lanes in one direction: a reserved lane, obtained from the roadway, in the same direction as that of the vehicles, in the direction of the San Lorenzo district, and a reserved lane obtained from the sidewalk in the direction of Esquilino.

Securing of the crossing of Lungotevere della Magliana - vicolo Pian Due Torri - RM2.2.3.a4

The safety intervention was necessary due to the high danger of the intersection. The area has been reconfigured so as to provide for the slowing down of all passing vehicles (trucks, cars and bicycles). The cycle/pedestrian walkway has been diverted towards the central part of the intersection in order to increase the visibility distance to vehicles coming from the alley Pian Due Torri on the river side and in the insertion of new pedestrian/cycle crossings to ensure the continuity of pedestrian/cycle paths.< Moreover, in order to protect the weakest users, new stretches of sidewalks and traffic islands have been created, and provided with slides in order to guarantee the removal of architectural barriers.

2. Hubs, widespread bicycle parking, and TPL lane protection

2.1 Multimodal Hubs (RM2.2.4.a):

  • Redevelopment of Piazzale Flavio Biondo Trastevere Station.
  • Mini hub for bicycles at the seven metroferro stations 

Redevelopment project of Piazzale Flavio Biondo - Trastevere Station

Thanks to PON METRO co-financing, a tender will be launched for the restyling of the square in front of Trastevere Station. An orderly and functional area will be created in the square with new bus and tram platforms, green areas and a bicycle parking area. There will also be areas dedicated to the recharging of electric vehicles and car sharing, the reorganization of cab parking, the removal of architectural barriers, the enhancement of lighting and even a wide walkway that will lead in total safety inside the railway station.

"Mini HUB Bike Parking" at 7 metroferro stations

Elemento chiave dell’intero Sistema è rappresentato dal “Bike Box”, un sistema di parcheggi per biciclette all’interno delle stazioni della Metropolitana e delle ferrovie concesse di Roma.

I lavori per installare i Bike Box partiranno nel 2022 presso i seguenti nodi della rete di trasporto pubblico di Roma:

  • Laurentina Metro Station;
  • Anagnina metro station;
  • Ostiense Train Station;
  • Ponte Mammolo metro station;
  • San Paolo Metro Station;
  • Arco di Travertino Metro Station;
  • S.Agnese Annibaliano.


2.2 Widespread bicycle parking in places of public utility (RM2.2.3.a2)

Provision of bicycle racks in proximity to bicycle lanes built or under implementation, in public transport stations/chapters, in places of possible modal exchange, local public services, city attractors and in public schools, as follows: roadway (in parking areas or roadside), sidewalks, courtyards and squares within schools and/or municipal offices.

2.3 Preferential Lane Protection (RM2.2.4.b RM2.2.4.c)

The protection of the preferential lanes with kerbs is part of the first package of infrastructures dedicated to reserved lanes. Interventions aimed at improving the public transport service, increasing the commercial speed of buses, decreasing the travel time on ridges fundamental for surface public transport. Thanks to PON METRO funding, two works were completed in 2020:

  • Interventions to protect bus lanes on Via Emanuele Filiberto, Via Quinto Publicio/ Via Orazio Pulvillo (RM2.2.4.b 1)
  • Works to protect lanes on Via Libia/Eritrea - Val Melaina - Nomentana Val D'Aosta (RM2.2.4.c 2).


3. ITS and Infomobility (RM 2.2.1.a)

The intervention supports the evolution and the territorial diffusion of the intelligent transport systems of Roma Capitale in order to contribute to the reduction of traffic and encourage the modal shift towards sustainable modes of transport. The following activities have been carried out as part of the intervention

Activation of centralised traffic light priority systems for LPT.

After an initial phase of experimentation of the LPT predictor integrated with the centralized traffic light management system along a section of streetcar line 8, LPT priority was extended to the following routes:

  • Streetcar line 8, from Casaletto to Piazza Venezia 5 km
  • Verano-Thorwaldsen streetcar route, streetcar lines 3 and 19, approximately 5 km, 25 IS total; Togliatti route (about 8 km - 34 IS in total) with installation of local sensors for monitoring traffic flows and travel times, installation of cameras to control critical intersections; Trieste-Labia-Melaina route (about 5 km - 15 IS in total) with installation of local sensors to monitor traffic flows and travel times and installation of cameras to control critical intersections.


Creation of automatic access control gates on LPT routes in order to protect reserved lanes from illegal access and increase service speed, along the following LPT routes

  •  via del Corso - Piazza del Popolo (under review);
  • via del Corso - Piazza Venezia (under review);
  • via dei Fori Imperiali - Colosseum;
  • via dei Fori Imperiali - Piazza Venezia;
  • viale Regina Margherita - via Nomentana;
  • viale Regina Margherita - via Salaria;
  • Corso Vittorio Emanuele II - largo Argentina;
  • Corso Vittorio Emanuele II - lungotevere;
  • via Labicana (in the direction of via Merulana) - height of via dei Normanni;
  • Via Labicana (towards Via Merulana) – close to Via Pietro Verrri.

Extension of the urban traffic monitoring network on the carrier network (UTT and flow measurement stations)

  • Installation of new video surveillance cameras in addition to the more than 70 already existing;
  • Insertion of video analysis functions in the existing and/or new cameras capable of automatically detecting traffic events (e.g. traffic jams or accidents) to activate alerts to the operators of the Mobility Center and/or activate the transmission of video flows from the periphery to the center,
    • Expansion of the connection infrastructure, in addition to the existing infrastructure of Roma Capitale and/or available from other entities, in order to optimize the transmission of infomobility data. 


Strengthening of the Central Mobility and Infomobility Centre

  • Platform for the systemization of data (data fusion) relating to the various modes of transport operating in the municipal area (Railways, Cotral, Car Sharing, Anas, Motorways, etc.).
  • Monitoring system of vehicular traffic travel times with innovative devices (Bluetooth and Wi-Fi antennas) installed mainly on the main road network.
  • New measurement stations of the vehicular components that provide the "weights" of the various traffic components on certain indicative road arches of the network.
  • Disaster Recovery system: this is a system to guarantee the continuity of operation of the Central Office systems in order to ensure the continuity of the processes that govern the provision of services even in exceptional situations.
