Permit holders residing in Rome
People with disabilities residing in Rome and in possession of the special circulation permit, issued by Roma Servizi per la Mobilità, can modify on line the plates connected with the permit.
The temporary modifications of the license plates (e.g. for substitute cars etc.) must be requested by mail permessistica@pec.romamobilita.it Only one change per day may be requested (to avoid exceeding the maximum limit of three plates required by the current regulations)
The User will proceed to the accreditation and insert his personal data. The programme will verify data in real time and in totally safe manner, if the applicant is already a “person-with-disabilities” permit holder.
The system will allow data to be inserted for the special circulation permit only if the correspondence is proven and then the authorization request will proceed.
In particular, the citizen must enter the following information:
- The permit number
- The permit’s expiration date
- The permit’s date of issue
- The address, including the house number and the postal code, shown on the back of the permit
In case of inaccurate data entries or of a permit already expired, the citizen will be advised to verify the correctness of the data.
Where there are no inaccuracies but the citizen is unable to proceed, please contact the (+39) 0657003 to resolve a potential problem.
If the data entry is successful, it will be immediately re-attached to the license plates list and combined with the valid permit. The citizen can add or modify them, as required. The authorization requested will be implemented immediately. The validity of the authorization will start from the day of the operation while the expiry date remains that which is stated on the permit.
The plates inserted by the permit holders will be automatically present on the white list of the authorized persons because no further validation is required by Roma Servizi per la Mobilità.

Holders of a permit issued by a Municipality other than Rome
Holders of a permit issued by a Municipality other than Rome, must send by mail to Roma Servizi per la Mobilità, via Silvio D'Amico n 40 Rome, the following documents:
- Completed Access Request form
- Photocopy of your permit
- Valid ID document
In absence ofthe permit holder on board the vehicle, you may contact: (+39) 060606 and advise that you are accessing the ZTL using the permit in the absence of the disabled person.
In order to authorize the transit of the car in the ZTL, if it has not already been communicated to Roma Servizi per la Mobilità, the user must contact us by email, or by calling the number: (+39) 0657003 or the toll-free-number (+39) 800154451 for people with disabilities, both telephone numbers are active from Monday to Friday from 8 AM to 6 PM.
It is possible to communicate the entry into ZTL within 3 calendar days (excluding Friday where all the phone calls will be received on the following Monday) or by contacting us by email, at the telephon number: (+39) 0657003, by fax or by mail.
